一、項(xiàng)目概況
“濱江新城”位于杭州市高新（濱 江）區(qū)，規(guī)劃面積37.7平方公里，所在的杭州高新（濱江）區(qū)是國(guó)家級(jí)高新技術(shù)產(chǎn)業(yè)園區(qū)，也是國(guó)內(nèi)最有影響的科技創(chuàng)新基地、高新技術(shù)產(chǎn)業(yè)基地之一。為進(jìn)一 步落實(shí)杭州市委市政府建設(shè)“十大新城”，實(shí)現(xiàn)跨江發(fā)展戰(zhàn)略，將“濱江新城”打造城功能完整的復(fù)合型國(guó)際科技新城，對(duì)現(xiàn)有的規(guī)劃體系作出相應(yīng)的調(diào)整和提升。 杭州高新（濱江）區(qū)人民政府、杭州市規(guī)劃局特組織本次競(jìng)賽，具體由杭州高新（濱江）區(qū)建設(shè)局承辦。
二、競(jìng)賽目的
通過(guò)本次概念規(guī)劃國(guó)際競(jìng)賽，明確“濱江新城”發(fā)展思路和定位，為下一階段規(guī)劃建設(shè)實(shí)施提供技術(shù)支撐,并落實(shí)到法定規(guī)劃之中。
三、參賽對(duì)象
綜合考慮報(bào)名參賽機(jī)構(gòu)的業(yè)績(jī)及實(shí)力，從報(bào)名單位中甄選10家或10家以上國(guó)際國(guó)內(nèi)的規(guī)劃設(shè)計(jì)機(jī)構(gòu)或設(shè)計(jì)聯(lián)合體進(jìn)行競(jìng)賽。
四、競(jìng)賽內(nèi)容
適合“濱江新城”規(guī)劃建設(shè)的、具備良好的可操作性的、有很好創(chuàng)新思路的城市定位、發(fā)展戰(zhàn)略、開(kāi)發(fā)思路、運(yùn)營(yíng)方式的概念規(guī)劃方案
五、評(píng)獎(jiǎng)
第一階段：
競(jìng)賽主辦單位將組織不少于7人的國(guó)內(nèi)城市規(guī)劃等多方面專(zhuān)家組成評(píng)審小組，對(duì)參選方案進(jìn)行評(píng)審。符合由專(zhuān)家評(píng)審小組，評(píng)選出3~5個(gè)以上優(yōu)勝獎(jiǎng)及單項(xiàng)獎(jiǎng)若干。
第二階段：
獲得優(yōu)勝獎(jiǎng)和單項(xiàng)獎(jiǎng)的單位根據(jù)上級(jí)部門(mén)要求和專(zhuān)家評(píng)審意見(jiàn)進(jìn)行深化設(shè)計(jì)。競(jìng)賽主辦單位將組織不少于7人的國(guó)內(nèi)城市規(guī)劃等方面專(zhuān)家組成評(píng)審小組對(duì)深化方案進(jìn)行評(píng)審，并投票表決深化方案的推薦排序，送市政府確定最終中選方案。
第一階段參賽單位完成提交設(shè)計(jì)成果，經(jīng)專(zhuān)家評(píng)審符合競(jìng)賽文件及任務(wù)書(shū)要求的方案可獲酬金20萬(wàn)元人民幣。進(jìn)入第二階段，依據(jù)要求進(jìn)行深化完成設(shè)計(jì)的可獲酬金200萬(wàn)元人民幣。中選方案累計(jì)可獲總獎(jiǎng)金370萬(wàn)元人民幣。

Announcement
on the International Bid for Conceptual Masterminding of Binjiang New Town, Hangzhou, China
With a planned area of 37.7 square kilometers, Binjiang New Town is located in Hangzhou Hi-tech Zone (Binjiang District), Zhejiang Province. Hangzhou Hi-tech Zone (Binjiang District) is a state-level industrial park of new- and high-technology, and one of the most influential domestic innovation bases for science and technology and industrial bases for new- and high-technology, and economically one of the most robust regions in China.
Aiming to make the best of pooled ideas, to bring into full play the potentials for the development of Binjiang New Town, to build up an integrated international New Town of science and technology with distinctive features, pleasant environment, and matured urban functions, and to provide technical support for the next-stage development, the International Bid for Conceptual Masterminding of Binjiang New Town, Hangzhou, China, hosted jointly by Hangzhou Hi-tech Zone (Binjiang District Government) , and Hangzhou Planning Bureau, and undertaken by the Construction Bureau of Hangzhou Hi-tech Zone (Binjiang District), is intended to select the operatable and creative conceptual masterminding plan that best fits the planning and development of Binjiang New Town. The plan that is selected by the experts and finalized by the government will be granted an total award of RMB3,700,000 in aggregation.
